The wicked people aren't able to understand the scriptures because they don't live their lives in a way that the Spirit is able to talk to them and reveal needed truth. It also says Mosiah 12:27, "ye have not applied your hearts to understanding;"
or in other words you have not applied your lives to living the things you have read and understand.
