In 2 Nephi 12:3 Zion is referring to Missouri.* The people are going to take the law live it according to Gods will in a new land.
I love this quote in regards to the greater good we could do to accomplish God's will:
President Gordon B. Hinckley said,
"Give me the money that has been spent on war,and I will clothe every man, woman, and child in an attire of which kings and queens would be proud. I will build a schoolhouse in every valley over the whole earth. I will crown every hillside with a place of worship, consecrated to the gospel of peace." (Charles Sumner, as quoted by Gordon B. It's interesting to me how easy it is for people to turn from God to their "wicked ways" ( 2 Nephi 12:5). I seems that more and more people take that path all the time.
We must be willing to do God's will and change our own ways and desires. God has given us agency and a law/commandments to follow in order to live as he would have us, "happy lives".
We must seek happiness in order to be happy, though.
